John Beyrle, the U.S. Ambassador to Russia, addressed twelve young Russian professionals as they gathered for American Councils’ Legislative Fellows Program (LFP) pre-departure orientation on September 16 and 17, 2011 in Moscow. These promising young adults are participating in short-term fellowships in the United States on Capitol Hill and with state and local governments.
